Rule 11
Employees should not be appointed without a post
(1) Employees should not be appointed in any office without the post being vacant or the post being created.
(2) If an employee is appointed and paid salary contrary to sub-rule (1), the amount of salary so paid shall be recovered from the appointing authority.
